Dora Mendez is Director of Human Resources responsible for strategic human resource planning to provide NYLAG with the best, diverse talent available and to position it as an employer of choice within the non-profit sector.
Before joining NYLAG, Dora served as Human Resources Director at The Bridge, Inc. where she led the HR integration of affiliate organization Weston United Community Renewal, Inc. She also served as Director of Training, Workforce Planning and Development at Win (formerly Women in Need).
Dora’s career in public service also includes working as an investigator of employment and housing discrimination complaints for the NY State Division of Human Rights and at HELP USA’s Fair Housing Justice Center (FHJC). During her tenure at HELP’s FHJC, she supported the development and facilitation a unique training program on fair housing rights for survivors of domestic violence.
Prior to which, she served as Director of the District Office for former NYC Councilmember Gale A. Brewer and as a Paralegal Specialist for the U.S. Attorney’s Office Eastern District of NY under the outstanding scholar program.
Dora earned her Master’s degree in Public Administration at the City University of NY- John Jay College of Criminal Justice; where she is now an Adjunct Professor. She is a lifelong New Yorker and currently resides in Harlem with her husband, Dylan Rogers, and their two children.

Kyle is a Staff Attorney with the Immigrant Protection Unit. She represents clients in various immigration matters, including Violence Against Women Act (VAWA) self-petitions, U-visas, battered spouse waivers, applications for adjustment of status, naturalization, Temporary Protected Status (TPS), and Deferred Action for Childhood Arrivals (DACA). She earned her B.A. from New York University and her J.D. from Benjamin N. Cardozo School of Law.

Whitney assists clients in all aspects of Housing Court proceedings, including representing tenants in holdover, nonpayment, and HP cases. Prior to joining NYLAG, Whitney was a public interest fellow in the Housing Law Project at Mobilization for Justice. Whitney received her J.D. from Boston University School of Law and her B.A. magna cum laude from SUNY Albany.

Jennifer Pacheco
Jennifer works on-site at the Manhattan Family Justice Center (FJC), providing legal services to immigrant victims of domestic violence. She provides advice and counsel and representation in immigration matters, including VAWA self-petitions, U nonimmigrant status/U-visa applications, battered spouse waivers, adjustment of status, removal defense, T-visas, and Special Immigrant Juvenile Status. Prior to joining NYLAG, Jennifer worked at the Hudson Valley Justice Center in Yonkers, NY through being awarded the Westchester County Bar Foundation (WCBF) Fellowship. Jennifer was also an intern at Empire Justice Center and at John Jay Legal Service’s Immigration Justice Clinic at Pace Law School. She is a member of the American Immigration Lawyers Association. Jennifer received her J.D. from Pace Law School and her B.S. cum laude in Biology from Pace University.

Jackeline is a Staff Attorney with the Immigrant Protection Unit. She works on the NYCitizenship program, rotating between the Queens library locations. Prior to joining NYLAG, Jackeline was a staff attorney at Catholic Charities’ Unaccompanied Minors Program where she represented minors before USCIS, Family, and Immigration Court. She received her J.D. from Andres Bello Catholic University and a Master of Laws from Fordham University.
